China scales Been Exported To Over 150 Countries and Regions

From June 18 to 20, the 40th CIML was held in Leon, France. The conference discussed and passed the implementation and relevant procedures about Multi-lateral Recognition Protocols on OIML Ratification Certificate and Relevant Testing Reports. The conference endorsed the proposal raised by Chinese delegation that no more review and evaluation should be organized with regard to China¡¯s certificate issuing agencies and laboratories. This is the most important outcome of our participation in this conference.

According to the report, the 38th CIML Conference in 2003 passed a ¡°Multi-lateral Recognition Protocols on OIML. The OIML member countries signed frame protocols on mutual recognition in order to ensure the qualification of their respective measuring meters and their satisfaction of the legal measurement management requirements of the member countries and to unify the legal requirements on measuring devices on a global basis. This frame protocol could also help build mutual trust to save the time and cost of reviewing and ratification of legal measuring meters and boost international trade.

In the current MAA frame, announcement has been made regarding mutual recognition of DoMC R60 (load cell) and R76 (non-automatic scales). China submitted in January 2005 an application for participation of the MAA with BIML while China council of OIML has built a set of regulations and procedures on implementation of MAA. The MAA will initiate the executions of the two measuring meters, including the non-automatic scales (R76) and load cells (R60). China Measurement Science Research Institute is among the first technical agencies that have joined the above-mentioned announcement on mutual recognition of measuring meters.

China¡¯s entrance into WTO and the speed-up of world economy globalization have directed more attentions of China¡¯s scale makers to world markets, with their scale products selling to more than 150 countries and regions. Along with the constant growth of exports they are also challenged by the some problems and the technical barriers of international trade. As the scales for commercial use are legal products subject to strict quality scrutiny, many measurement technique survey agencies are established to affirm the product¡¯s conformity. This situation has resulted in repeated inspections when scales are transported to another country, posing an actual technical barrier and a main obstacle to China¡¯s further export growth. To avoid and remove this technical barrier, China¡¯s scale makers should rationally use the Technical Barrier Treaty (WTO/TBT), apply for the qualification certificate of OIML conformity in order to realize the smooth and free international trade of scale products and boost its exports and markets.
